What is the Bull Market Exchange?

The Bull Market Exchange is a custom-designed registry for businesses and individuals wishing to provide business opportunities to student-athletes related to their name, image & likeness (NIL).  Registered businesses and individuals can search, filter and initiate conversations with student-athletes to discuss a business opportunity.  Once a deal is reached, the registered business or individual will use the Bull Market Exchange to complete the transaction which will generate a payment to the student-athlete and automate the disclosure process to the institution.  While the institution doesn't get involved in the deal, the exchange streamlines the tax reporting process for the registered businesses and individuals by consolidating all transactions into one 1099 for the student-athletes.

What is Name, Image & Likeness (NIL)?

As of July 1, 2021, student-athletes competing in NCAA intercollegiate athletics are permitted to receive compensation for the use of their name, image or likeness for commercial activities, including endorsements through traditional and social media, appearances, entrepreneurial activities, in-kind deals, autographs and more, in accordance with NCAA guidelines and University of South Florida NIL protocols.

Does the state of FL have an NIL law?

Can a University employee or coach help arrange a deal for an athlete?

No. University employees, including coaches and members of the athletics department, CANNOT negotiate deals or contracts.

Does the school or INFLCR take any revenue from NIL transactions in the Local Exchange?

No.

Who reviews your request to register?

Typically, compliance officers designated by the institution. If you have any questions about your submission, contact Brendan Armitage, Senior Associate Athletics Director for Compliance, at barmitage1@usf.edu. 

How will I know when I am approved?

You should receive an email from the institution verifying your approval. We don’t have specific numbers for how long it will take to get verified. Each institution works differently. 

When can I start contacting athletes and processing payments?

After being approved by the school, you will be able to contact athletes and process payments.

Can I connect with USF recruits via the marketplace?

No. Only current USF student-athletes are found within the marketplace. Additionally NCAA rules prohibit name, image, and likeness agreements from being used as a recruiting inducement. 

May a student-athlete receive NIL-compensation based on the their athletic performance at USF?

No. 

May an NIL contract stipulate that a student-athlete must compete for, or attend, USF?

No.
